POSITION OVERVIEW
The Regional Manager position is responsible for overseeing Perimeter Solutions fixed and portable retardant bases and equipment in addition to managing and overseeing HRC Fire personnel. The regional manager will provide technical, staffing, and mechanical assistance and oversight to Full Service and Bulk airtanker bases within specified regions. Compliance with all State, Federal and Commercial Contract requirements pertaining to the supply of Phos-Chek products, equipment, training, and services is an integral part of the job; as well as ensuring all bases are abiding by the contract requirements.  All Company related business will be conducted in a safe, efficient, and professional manner. Manager will be in full compliance with Perimeter Solutions (PS), and HRC Fire (HRC) Environmental, Health and Safety (EH&S) policies, regulations, and procedures, as well as all Federal, State, OSHA, and environmental regulations pertaining to the US Forest Service (USFS), Bureau of Land Management (BLM), Bureau of Indian Affairs (BIA), CalFire and regional forestry employees. Additional tasks involve working closely with Subcontractors, State, Federal, and Private entities, providing managerial, technical and mechanical support. Compliance with all State, Federal, Commercial Contract requirements pertaining to the supply of Phos-Chek products, equipment, and personnel services. ­This position is responsible to act as the Company lead representative for operations in the specified region in the United States. This consists of supervising, ensuring, and executing the proper handling, storing, inspecting, testing, mixing, delivery, returns, and invoicing of fire retardant and associated services for full-service and bulk airtanker bases. Extensive travel in the US and Internationally will be required on an as needed basis.

 Territory Coverage:
We are hiring multiple people for this role to cover the following areas:  Western United States: Washington, Idaho, Wyoming, Colorado, Utah, New Mexico, Arizona, Oregon, California.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The essential functions include, but are not limited to the following:

  • Travel is essential and required for this position.
    • Required to visit every base location before they open and before they close annually.
    • Visits to each base every 2-4 weeks or as needed when problems arise.
    • Extensive travel, as much as 75% over a time span of 6 months or more, in the US (which includes California and Hawaii) and internationally will be required on an as needed basis.
  • Promote Phos-Chek products and services to agency personnel and other customers within the region.
  • Manage and oversee all full-service airbase locations and teams within the regional footprint to ensure they are adequately staffed and fully operational for the full duration of their respective operational periods, including early open and extended dates.
  • Available to respond 24hrs per day (during peak fire season) to customer resource order requests (Resource Orders) for mobile and ground applied retardant operations.
  • Coordination and management of crew, equipment, and product for all fire operations (Full Service and mobile operations)
  • Assist and Mentor retardant base crew(s) multiple times throughout the season during fire operations.
  • Weekly review of full service base operational processes: staffing levels, budgets, safety training, inspections, inventory and payment summaries.
  • Supervise and manage full-service Base Managers regarding: proper staffing levels, defining and maintaining a respectful company culture, setting employee expectations and guidance on how to handle personnel issues.
  • Full-Service and Bulk Retardant base liaison with Contractors, Agencies, products, equipment, and projects
  • Assist airbase employees ensuring they understand all processes and policies and can operate equipment safely.
  • Maintain and repair of retardant base equipment (Tanks, Pumps, and possibly Ground Applied Equipment) summarization and winterization of equipment, organization of equipment locations, shipping and receiving of parts as required.
  • Technical understanding and application of Phos-Chek mix systems, products, and equipment.
  • Create work orders and requisitions within our maintenance computer programs, following Company guidelines.
  • Timely and accurate submission of documentation for: fire cost summaries, crew time sheets, expense reports, logbooks, mobile retardant base inventory and repairs, and any other documentation as required.
  • Cooperate and communicate with: Administrative Staff, Field Service Staff, and Agency personnel in a professional and courteous manner.
  • Responsible for Federal fire refresher trainings coordination and mobile retardant base training activities annually.
  • Coordinate a safe, efficient, and uninterrupted fire-retardant supply and service by facilitating adequate coverage, servicing equipment, and customers through trainings, meetings, seminars.
  • Facilitate appropriate personnel coverage and field rotations working with the Airbase Service Manager and Airbase Operations Manager.
  • Ensure all Safe Operating Procedures are adhered to through EH&S protocols and fire requirements.
  • Monitor product quality control procedures (LAQA) during fire operations and pre-treatment assignments.
  • Attend annual and semi-annual trainings.
  • Perform off-season activities such as, but not limited to maintenance, planning, attending trade shows, joining committees, attending meetings.
  • Improve safety, equipment, and productivity.
  • Support product and equipment development
  • Other duties as assigned.

 Minimum Qualifications (Knowledge, Skills, and Abilities)

  • High school diploma or equivalent
  • 5 or more years' experience in fire retardant operations, Airtanker base management (preferred)
  • Frequent travel within the region as well as occasional travel outside of the region. Required to visit every base location before they open and before they close annually. Visits to each base every 4-6 weeks or as needed when problems arise.
  • First Aid Certificate (required)
  • Certified Equipment Operator (i.e., forklift class 7 and below) (required)
  • Valid Class A or B driver’s license+(preferred)
  • Experience with trailer towing and load securement (preferred)
  • Strong analytical and problem-solving skills with ability to work with minimal to no supervision.
  • Highly organized with ability to manage priorities and coordinate multiple projects simultaneously.
  • Strong focus on building relationships at each assigned airtanker base location with Agency managers and Contract personnel.
  • Possess leadership skills and motivational qualities to direct employees toward operational goals in a safe efficient manner.
  • Must be a team player and can effectively communicate and interact with all levels of the organization and our customers.
  • Demonstrate strong sense of urgency and responsiveness to meet business demands.
  • Proficient computer skills- Word, Excel, Outlook, NetSuite etc.
  • Strong mechanical background or aptitude
  • Field operations layout of equipment and aircraft flight path

Additional Physical Demands

  • The nature of our business may expose the employee to frequent and elevated levels of personal stress.
  • This position requires frequent travel by vehicle or air, for extended periods of time, often at short notice due to the unpredictive nature of fire.
  • Lift parts and equipment for short periods of time ranging from 24 lb. to 55 lb.
  • Lift heavier equipment with a two-person lift from 100 lb. to 125 lb.
  • Periods of sedentary activity such as:
  • Driving time sitting up to a 12-hours per day with breaks
  • Sitting at desk or computer for up to 2 consecutive hours at a time
  • Equipment Maintenance with hand tools and power tools (Up to 8 hours shifts)
  • Field Service work including moving hoses and equipment and cleaning.
  • Attach and detach fire retardant nozzle ( ̴45 lbs.) to aircraft at waist height numerous times per shift.
  • Crouch down to kneeling position for up to 6 minutes for a maximum of 45 times per shift
  • Carry 48-77 lb. hose skates from ground horizontally across unimproved surfaces 100’ – 200’ feet with one hand up to 90 times per day during aircraft loading and unloading operations.
  • Work in inclement and extreme temperatures daily
  • Various hazard exposures may be encountered during duties associated with this position, such as working near running aircraft, equipment, and fire.
